Definition: English Language Learner (ELL) used to be referred to as Limited English Proficient (LEP). The terms refers to students who receiving services of language assistance such as English as a Second Language. It does not refer to students who are learning a language other than English. Includes students who were not born in the United States and/or students whose primary language is non-English. The services provided to these students are necessary because the language barrier limits their capacity to learn. ELL services are intended to bridge that gap to assist these students until they master the English language.
